AUGUST SESSION                               August 17, 2010                     THIRD TERM DAY   

                        The Board met at 9:00 a.m. with Skip Brandt, Jim Rehder and James Rockwell, Commissioners and Bette O’Brien, Deputy Clerk present.

 

            Discussion of the Ida-Lew and the issue of Gil’s raise.  Idaho County voted against raise. Idaho County rescinded $1,000 contribution to Ida.Lew.  Ida.Lew Board passed the raise.

 

            Commissioners discussing the Courthouse Remodel. Different ideas and how extensive they want to go.  Walked over and looked at the house the County owns behind the Courthouse, discussion follows.

 

            Skip made motion to formally adopt LHTAC standards James Rockwell seconded.  Motion carried with  all in favor.

 

            Wolf Policy-Article in the LMT this morning about the wolf issues. The Commissioners are discussing the article and the wolf management plan. The commission feels that there has been a substantial amount of money spent on wolf management and how wolves are affecting our area. The commissioners do not feel the Judge is qualified to challenge the studies of qualified professionals. Asking Kirk if there is anything that they could do, Kirk says they could join the law suit appealing the decision. Discussion followed.

Commissioners feel they should support the Fish and Game and all the work they have done on this wolf project. Kirk explaining the steps  appeal the August 5th decision when Judge Malloy relisted the wolves.

 

Commissioners got Cope on the phone for an update on a meeting with Fish and Game yesterday. Commissioners feel they should join the law suit. Want to make a serious statement on how this affects Idaho County. George Fisher is here with the Idaho Fish and Game. Explaining the wolf issues and how it is affecting the Moose, Elk, Deer. How the low numbers of wildlife is affecting the economy of the county and the state. Commissioners will go through the Resolution that Fish and Game passed. Skip would like Kirk to look into the legal avenues that the County could take.

 

            11:30 a.m.  Skip made motion to go into executive session for indigent according to  IC-31-874.  Jim Second.  Motion carried with all in favor.  Roll Call for Districts-All present

             Skip made motion to approve the August 10 minutes as amended.  Jim second.  Motion carried with all in favor.             Acceptance of the Energy Grant Bid- Schacher Construction was awarded the bid in the amount of $47,160.00.   Commissioners signing the Notice of Award, Notice to Proceed and Agreement between owner and Contractor.  

            Gene Meinen-Road Report- Jerry Zumalt and Gene met with Army Corp of Engineers yesterday on June floods- hoping final approval of permits as there are some roads  where permits are not required. Thorn Springs Rd has a fisheries issue. Discussion on what could be done for the public while some of the roads are being repaired considering alternate routes. Some of Fort Misery will not be covered by FEMA, Gene will know more as this all gets worked out.  Commissioner Brandt would like Gene to put together a time line to release for the media so the public is being kept informed and aware of the progress that is being made.

            Mosses did file a tort claim against the county, stating that the county bridge had some problems with backup behind it.  Gene and Kirk’s opinion is that this is in Valley County.

            Road Dept has bought 5000 ton of gravel from Henderson Construction, used 2500 ton and the rest is missing.  Orville Martin and Henderson are accusing each other of selling 2500 tons of gravel. Discussion with Kirk over what procedures to go through to either get rest of rock that was paid for or $13000.00.  Chip sealing up on Woodland. 

            Don Solberg concerning medical benefits-Quotes from Blue Cross-Don has gone over the quote and discussion on the comparison between Blue Cross and Regence. Don is not sure about some of the wording in the email. Blue Cross had a month to come up with a quote but now are requesting 3 more days. Don explaining the break down between Medical, Dental and Vision. Blue Cross quote is somewhat unclear so Commissioners directed Don to tell Blue Cross that they need a firm number and then Don will come back for the Aug. 24 meeting to compare the amounts.
