9:15 a.m. The board convened with Commissioners Jim Chmelik, Skip Brandt, and Annie Bledsoe, Deputy Clerk present. Mark Frei is absent.

The meeting opened with the Pledge of Allegiance.

Chmelik moves to go into Indigent proceedings pursuant to Idaho County 31-874. Skip seconds. Roll call-District 1-yes; District 2-absent; District 3-yes

1-Approval, 0-Denial, 0-Suspension, 2-Lien, 2-N1, 1-Lien Release, 1-Release N1

9:20 a.m. End Indigent.

9:30 a.m. James Zehner regarding vehicle replacement-the Assessors Subaru is up for replacement this year-Zehner would like to get a pickup to replace it. The county has an allotted budget for the replacement of vehicles. Zehner would like to auction the Subaru-he thinks that would be more profitable than trading it in on the new pick up. Brandt moves to approve the purchase of a new pickup for the Assessor’s Office. Chmelik seconds motion carries with Brandt and Chmelik in favor. Frei is absent.

9:45 a.m. Jim Chmelik regarding Suttler Fuels Bids- Suttler – Futuristic Forestry- $1,125 per acre/ $17,212.50 total; 5 Star Forestry- $1150 per acre/ $17,595.00 total. D-3 Native Woodworks-$1340 per acre/$20,502.00 total. Brandt moves to award Suttler fuels to Futuristic Forestry. Chmelik seconds. Motions carries with Brandt and Chmelik in favor. Frei is absent.

Chemlik regarding Small Horse Fuels Bid- D3 Native Woodworks-$1850 per acre/$19,055.00 total. 5 Star Forestry- $1050 per acre/$10,815.00 total; Futuristic Forestry- $750 per acre/$7,725.00 total. Brandt moves to award the Small Horse fuels to Futuristic Forestry. Chmelik seconds. Motion passes with Brandt and Chmelik in favor. Frei is absent.

10:00 a.m. Kimberly Simmons, Idaho Public Defense Commission regarding changes in public defender structure throughout the state. It appears that there will be enough money from the grant that each county that applied will be able to get the max amount that they qualify for. There will be a letter sent to each county the first week in September. And the Checks will be mailed out October 1st. Grant applications will be due May 1st of 2017-this application will be asking for more information in order to assess the funding standards. Each County will have to be in compliance by March, or have a written plan if you are not in compliance. There will be two warnings of not being in compliance before the State comes in to make changes.

10:45 a.m. Brandt moves to approve minutes from August 9, 2016. Chmelik seconds motion carries with Brandt and Chmelik in favor. Frei is absent.

Chmelik moves to accept the resignation of Katy Kuther. Brandt seconds. Motion carries with Brandt and Chmelik in favor. Frei is absent.

Brandt advises he has a landfill meeting in Riggins on August 31st.

11:00 a.m. Julie Crouthers, CASA, regarding the program and services offered- there are currently 22 kids with only 4 staff members. CASA is hoping to get some volunteers trained to help in each county with these kids. They are also looking into doing some fundraisers starting with a wine and painting night. Due to the legality of helping children 12 and over CASA is only taking on cases of children under that age. The volunteers are there to be a voice for the neglected children and work closely with the child and their family. It is a program that is helping keep the number of children in foster care down.

11:15 a.m. Skip Brandt regarding Adams County/Regional Landfill- Rescheduled to next week- Brandt explained to attendees that this discussion would just be with regards to the County coming up with initial funds for the construction.

11:45 a.m. Angie Edward, CEDA, regarding Environmental Document for the Syringa Block Grant that needs to be signed by Idaho County. Chmelik moves to approve the categorical exclusion for the hospital grant. Brandt seconds motion carries with Brandt and Chmelik in favor. Frei is absent.

11:59 a.m. Break for lunch

 

1:00 p.m. Sally Ferguson and summer interns, Selway Bitterroot Foundation, present update on activities. There were 4021 trees removed from trails-48 of them over 25inches in diameter. They covered 50 miles of trail and removed rocks off the trail-anything bigger than your fist was removed. There were 154 pounds of trash removed and a total of 762 miles hiked this summer. They spent five and half days at Swamp creek clearing trees and trash. In that time, 1000 trees were removed with only five people doing the work.
