AUGUST SESSION                                           August 15, 2017                     THIRD TERM DAY

 9:15 a.m. The board convened with Commissioners Skip Brandt, Mark Frei and Denis Duman and Bette Polack, Deputy Clerk present.

The meeting opened with the Pledge of Allegiance.

Commissioner Duman offered an opening prayer.

Gene Meinen regarding request for vehicle purchase-needs pickup in Elk City as current vehicle has issues and a lot of miles, not able to fix. Meinen estimates price to replace pick-up would be around $37,000. Meinen is also concerned about the vehicle that picks up garbage at Dixie. Vehicle is not used on a regular basis, but needs replacing. Duman ask Meinen to follow up on price of purchase on vehicle to get a firm number-will revisit next week.

Brandt regarding a letter he received from a teacher in Kooskia about the MOSS program. Brandt explains how the MOSS program has been funded up to this point and the options of how to use that money. Due to the loss of SRS funds this year, the Commissioners decide to hold off on funding for the MOSS Program for now.

Misc. approvals- Brandt moves to approve 3 additional meeting requests for Duman: IAC District 2, CEDA, Landfill. Frei seconds. Motion carries with all in favor.

Brandt moves to approve liquor license for the Lumberjack Steakhouse. Frei seconds. Motion carries with all in favor.

Brandt moves to approve the purchase of ammo and gun kit for the Sheriff Dept. Duman seconds. Motion carries with all in favor

Brandt moves to approve temp hire of Patty Suhr for Kirk MacGregor. Duman seconds. Motion carries with all in favor.

Duman moves to approve the August 8th minutes. Frei seconds. Motion carries with all in favor.

9:40 a.m. Brandt regarding application for appointment to the Board of Community Guardians submitted by Twila Hornbeck-discussion. Brandt moves to approve the appointment. Duman seconds. Motion carries with all in favor. Ackerman will send out a letter when she returns.

9:45 a.m. Randy Doman regarding Gem Trail right of way-trying to get Gem trail through Kooskia, Jim Pankey has offered to give an 352 foot right-of-way easement on his property. Right-of-way would reside with the county. Easement will allow trail to go from Toll Road to Kidder Harris. This would open about 100 miles of trail from Elk City to Pierce. Discussion on the advantages to the economy. Brandt moves to accept the right-away- easement. Duman seconds. Motion carries with all in favor.

10:00 a.m. Kirk MacGregor regarding contract with the City of Grangeville for dispatch and jail services. Discussion on the contract and the responsibilities between City and County for dispatch and the people to be detained at the Idaho County jail. Duman moves to approve the Police Service and Adult Detention Agreement between Idaho County and the City of Grangeville as modified. Brandt seconds. Motion carries with all in favor.

10:15 a.m. Chad Erickson regarding variance request for a private road. Sub-Division was first started on Tahoe Ridge in 2000 and was never finished. Purchased now by Tim Hicks. Erickson explaining some of the improvements on the new plat. Erickson has a question as to whether a variance is required. Brandt explaining if they are not gating the sub-division, it does not have to have a variance. Erickson inquiring as to whether they would need to hire an engineer for the roads. Commissioners agree that the roads have to be in accordance with the Sub-Division Ordinance and be engineered to LTAC standards.

10:30 a.m. Sally Ferguson and wilderness interns with the Selway-Bitterroot Foundation present update on activities with trail crew. Interns introduce themselves and state the areas they worked this summer. Courtney Wall was the project director this year. Ferguson advises that their focus is on getting a list of trails and sending out crews to try to facilitate clearing those trails. This year, they logged 10,000 volunteer hours. Discussion regarding funding and lack of SRS money, timber sells, and how that is affecting the County. Sam Freestone and interns who worked on the Nez Perce-Clearwater present details on their activities over the summer-highlight various aspects of their work to include directing a volunteer group for one 8-day hitch and training with pack team-provide stats on the number of trees cleared, miles walked, campsites cleared, pounds of trash collected, miles of trail brushed and rocked. Commissioners field various questions from interns. Commission thanks interns for working to keep trail access open.

11:30 a.m. Brandt moves to go into Indigent proceedings pursuant to Idaho Code 31-874. Frei seconds. Roll call-District 1-yes; District 2-yes; District 3-yes
