 9:45 a.m. The board convened with Commissioners Skip Brandt, Denis Duman and Mark Frei and Kathy Ackerman, Clerk present.

The meeting opened with the Pledge of Allegiance.

Commissioner Duman offered an opening prayer.

Brandt moves to go into Indigent Proceedings pursuant to Idaho Code 31-874.  Duman seconds.  Roll call-District 1-yes; District 2-yes; District 3-yes

 10:00 a.m. Brandt moves to approve the minutes of the March 31 meeting.  Duman seconds.  Motion carries with all in favor.

Brandt moves to approve the Interlocal Agreement with the Nez Perce Tribe.  Duman seconds.  Motion carries with all in favor.

Brandt moves to approve the JUB Agreement for Seven Devils Bridge.  Duman seconds. Motion carries with all in favor.

Brandt moves to approve the quote for Veeam Renewal for 1 year.  Duman seconds.  Motion carries with all in favor.

Additional Meetings-Duman-Stibnite Foundation April 9.  Mark Frei has been having weekly Public Health Meetings via telephone-updates on area COVID 19 cases.

10:15 a.m. Stites Grade & Three Mile Creek Bid Opening-Five bids were received:

Knife River-$240,635.00

Bids will be scanned and emailed to JUB for review with award next week.

10:30 a.m. Brandt regarding the Notice of Award for CR Contracting, who was the low bidder on the Airport Pavement Rehabilitation Project-bids were all reviewed by JUB and Gary Gates at the FAA.  Brandt moves to award the bid to CR Contracting contingent on FAA funding. Duman seconds. Motion carries with all in favor.

10:45 a.m. Mike Cook regarding the Section 16 Project comments.  Duman moves to approve the letter as written.  Frei seconds.  Motion carries with all in favor.

11:00 a.m. Ray ONeal via telephone advises that he is concerned and frustrated by the condition of Thornsprings Road-when it was last graded,  a lot of debris was left in the roadway-advises that the Road Department is currently up there putting gravel on.  Brandt questions whether or not they have spoken to Gene Meinen-Ray ONeal advises that he has called several times, but feels that they are not getting a lot of assistance. Jonathan ONeal advises that the ditches have not been sprayed for 3 years-Ray ONeal proposes that the County hire him to spray the ditches-discussion.  Brandt proposes that he give Ray his cell phone number-he will coordinate with Gene Meinen and make arrangements to meet up and look at the problem on the ground.

11:15 a.m. Jerry Zumalt provides update on activities regarding emergency declaration-he’s been working with Idaho Sewing for Sports for PPE and disposable gowns.  Updates regarding items he is working on purchasing for masks and sanitizers that could go to area EMTs and hospitals-discussion.

11:30 a.m. Brandt moves to go into Executive Session pursuant to Idaho Code 74-206(1)b for Personnel.  Duman seconds.  Roll call-District 1-yes; District 2-yes; District 3-yes

11:41 a.m. End Executive Session

Brandt moves to compensate Fred Taylor and Cody Killmar as paid for their time off while they were directed to self-quarantine.  Duman seconds.  Motion carries with all in favor.
