APRIL SESSION                                               April 29, 2014                              FIFTH TERM DAY

 

9:45 a.m. The board convened with Commissioners James Rockwell, Jim Chmelik and Skip Brandt, and Annie Bledsoe, Deputy Clerk present.

 

The meeting opened with the Pledge of Allegiance.

 

Rockwell regarding bid award for Wild Plum Project- Based on email from Randy he recommends D3 Native wood works has the second lowest bid but has a 100% guarantee to hire Idaho county residents.

 

Rockwell moves to award the Wild Plum project to D3 Native Woodworks. Brandt seconds. Motion carries with all in favor.

 

9:50 a.m. Appraiser Leah Mager regarding cancellations-requesting to cancel taxes on an older mobile home that was torn down in 2013-owned by Maria Miner. Rockwell moves to cancel taxes from 2013 on Miner property. Chmelik seconds. Motion carries with all in favor.

 

Mager also requested to cancel taxes on a mobile home located on Rollin Wilson’s land, but owned by Janet Blackeagle a tribal member. Mager will call Rollin Wilson-since he owns the land he is responsible for garbage charge. Rockwell moves to cancel property taxes on Blackeagle home after there is verification that she owns it. Brandt seconds. Motion carries with all in favor.

 

10:00 a.m. Tax Deed Hearing- Deanna Hall regarding R and R Development Hammell property-she has tried to call twice with no answer and no call back-has given him his allowed thirty days and he has not followed through. Rockwell moves to close the matter until legal counsel has been consulted. Brandt seconds. Motion carries with all in favor.

 

10:15 a.m.  Kirk MacGregor regarding ICSO Jail agreement with Syringa Hospital for providing non-emergency services for inmates. The agreement states that they would like to have it be ongoing instead of having to renew it every year. Either party can cancel the agreement at any time with thirty days advance notice. Rockwell moves to approve agreement for prisoner non-emergency medical services with Syringa hospital.  Brandt seconds. Motion carries with all in favor.

 

10:30 a.m. Gene Meinen regarding promoting James Hershey to full time employment, replacing Scott Dotson whom has retired. Rockwell moves to promote James Hershey to full time employment at $15.68 per hour. Brandt seconds. Motion carries with all in favor.

 

Brandt moves to approve minutes from April 22, as amended. Rockwell Seconds. Motion carries with Rockwell and Brandt in favor.  Chmelik abstains-he was absent.

 

10:40 a.m. James Rockwell regarding approval of Joint Quarterly Report. Chmelik moves to approve joint quarterly report. Rockwell seconds. Motion carries with all in favor.

 

10:45 a.m.  Rockwell moves to go into Indigent proceedings pursuant to IC 31-874.  Brandt seconds. Roll call-District 1- yes, District 2-yes, District 3-yes.

 

0-Approval, 2-Denial, 2-Lien, -Release Lien, 2-N1, 0-Release N1

 

10:50 a.m. End Indigent.

 

11:00 a.m. Kirk MacGregor regarding Ordinance 15 and 36. It appears that 15 which was regarding building on a flood plane has been repealed, however ordinance 36 still states the requirement to have a building permit to build on a flood plain. Brandt stated that ordinance 36 isn’t really being enforced due to the outdated mapping of the flood plains. Idaho County has told FEMA that they will enforce the ordinance as soon as they receive the updated flood plain mapping. The only thing that the person planning to build might run into is problems getting funding from a lending institution.

 

James Zehner regarding access to assessment maps. Sentry Dynamics from Post Falls, Idaho is requesting copies of all Idaho county survey scans. They already have our GIS data and paid $25 dollars, but they want all of the digital scans that we have. Zehner has asked other assessors what they are charging for their digital copies he said that some counties charge some and some charge a lot. Kootenai County charges $3000/ per year for all scans. Zehner suggests we charge $0.25 per scan.  Zehner will come up with a for sure amount and meet with the commissioners in a couple of weeks to decide on an amount.
