APRIL SESSION                                               April 15, 2014                              THIRD TERM DAY

 

9:45 a.m. The board convened with Commissioners James Rockwell, Jim Chmelik and Skip Brandt, and Annie Bledsoe, Deputy Clerk present.

 

The meeting opened with the Pledge of Allegiance.

 

Rockwell regarding bid opening for Stites Road Project- First bid from Futuristic Forestry at $664.24/acre totaling $81,370.00 with a 100% guarantee of using Idaho County residents only. Second bid from 5 Star Forestry total bid at $119,437.50 $975.00/acre and a $10/ hour wage scale start-also 100% guarantee of hiring Idaho County residents. Third bid from Pony Creek Outfitters at $1850 per acre for a total of $108,500.00 $226,625.00 and 100% guarantee that they will hire only Idaho county residents.  Final bid from D3 Native Wood Works at $967 per acre for a total of $ 118,457.50 and 100% Idaho County residents hired.

 

Brandt moves to award bid to Futuristic Forestry for the Stites Road Project pending all documentation is in order per Randy Doman. Rockwell seconds. Motion moves with all in favor.

 

10:00 a.m. Bette Polack, Elections Deputy, regarding designation of Polling Places for May 20 Election.

Brandt moves to accept designation of polling places as presented. Rockwell seconds.  Motion carries with all in favor.

 

10:05 a.m. James Zehner regarding notices new policy for Ag Solid Waste-discussion. Zehner will be sending out assessment notices at the end of May-will also put an ad in the newspaper regarding the change. Zehner will come back in May to discuss the amount to put on the notices since the charge amount has not been officially determined at this time.

 

10:15 a.m. Janie Fluharty, Idaho County Recycling, regarding progress on Riggins site. Roy Akin from Riggins has arranged a site with Ken Walters with a $1 per year lease agreement. They will be open for recycling on Saturdays-hoping to start the third Saturday in May. Akins currently has 20+ volunteers and the grocery store is already allowing people to bring in card board to be crushed for recycling there. There is also talk of the expansion of Idaho County Recycling being beneficial to high school students for Senior projects and Honor Society service projects. Akin would like to get a pull behind trailer to take to school events.

 

Chmelik moves to approve signing of lease and the expansion of Idaho County Recycling. Rockwell seconds. Motion carries with all in favor.

 

10:30 a.m. Gene Meinen and Mike Cook regarding work on Salmon River Road. Discussion regarding Manning Crevice Bridge and issues with stalling that project while the road concerns on Phase I are still pending.

 

11:00 a.m. Skip Brandt regarding SRS funding-discussion regarding the RAC dropping the Buckhorn Bridge project we submitted and the possibility of getting a sitting Commissioner on the RAC to act as an advocate for our projects. Cook will work on putting together a letter to Rick Brazell asking for him to intervene.

 

11:30 a.m. Rockwell moves to go into Indigent proceedings pursuant to IC 31-874.  Brandt seconds. Roll call-District 1- yes, District 2-yes, District 3-yes.

11:35 a.m. End Indigent.

 

Rockwell moves to approve minutes from April 8 meeting. Brandt seconds. Motion carries with all in favor.

 

Brandt moves to approve the painting of hearts on side walk by Syringa Hospital. Rockwell seconds.  Motion carries with all in favor.
