APRIL SESSION                     April 11, 2006                SECOND TERM DAY

The Board met at 9:00 a.m. with Randy Doman, Jim Rehder, Alice Mattson, Commissioners, and Rose Gehring, Clerk, present.

Dylan Rinker, Youth in Government, reported on dumpster situation – disposal of garbage – discussion followed. Reported on Riggins City Council Meeting.

James Zehner re: 911 employee contract – also, explained the GMCI proposal to complete 911, GPS project. Reported on Quest bid for basic 911 service in Elk City, Riggins/Pollock area.

LeRoy Shaw re: Shaw Subdivision – presented plan of subdivision to commissioners. Randy explained the subdivision process to Mr. Shaw. He will work with Carl Edwards.

Wayne Davis and Becky Haug, District 241, re: school deconsolidation and levy update. Wayne reported on several projects and grants that are currently in process – shared programs – health insurance program – legislation issues – high school reform issues.

11:45 a.m. Randy made motion to enter into executive session for indigent claims. Alice seconded. Motion carried.
12:09 p.m. Executive session ended. Regular session resumed.

12:10 p.m. Randy made motion to enter into executive session for pending litigation. Alice seconded. Motion carried.

Jim made motion to deny claim for county’s contribution to newly created feed bill requested on settlement of the White Dove Case. Alice seconded. Motion carried with all in favor.

Darcy James visited with the commissioners. She is a candidate for House of Representative for District 8A

Charlie Holliman re: clarification of preliminary plat for Silver Lake Estate Subdivision. Discussion followed on Fish Hatchery Road to the subdivision.

Scott Struhs and Casey McCormack re: NezPerce Tribe Water Resources – Total Maximum Daily Load – Clean Water Act (1972) – Watershed Advisory Group (WAG) – Technical Advisory Group (TAG) – requesting to seek nominations (3-4 people) to serve on the Lower Clearwater WAG – build community support for the TMDL process.

Jerry Zumalt re: Homeland Security report – funding is headed for regional focus for homeland security dollars – explained regional process – this may cause Idaho County to lose homeland security funding. Discussion followed.

James Zehner presented Qwest proposal for Basic 911 Service for White Bird, Elk City and Riggins. Discussion followed. Proposal signed. Total monthly cost – $621.19.

Commissioners reports:
Alice – hauling of garbage at Shorts’ Bar – Clearwater Water District letter – requesting support if they apply for a grant – Tahoe residents regarding dumpster removal – problems discussed – Ken Seubert land fill site – discussion.

Randy – Pollock Road – section of road dropped – has to be fixed – Craig Wyden funding – RAC meeting.

Jim – Upper Creek Weed Management meeting – District I & II meeting in Coeur d’Alene – Regional Mental Health meeting – Youth in Government – medical insurance policy.

April 3, 2006 minutes. Jim made motion to approve minutes as amended. Alice seconded. Motion carried.
