9:45 a.m. The board convened with Commissioners James Rockwell, Jim Chmelik and Skip Brandt, and Annie Bledsoe Deputy Clerk present.

 

The meeting opened with the Pledge of Allegiance.

Brandt moves to approve claims for FY2014 and FY2015. Chmelik seconds. Motion carries with all in favor.

 

10:00 a.m. Gene Meinen regarding sale of surplus equipment- there are several items that have been well used by the County that are no longer needed-requesting that he be able to advertise these items for sale.

 

Rockwell moves to approve the sale of surplus equipment. Brandt seconds. Motion carries with all in favor.

 

10:15 a.m. Kirk MacGregor regarding formation of Board of Community Guardians, a service to help the elderly and residents of Idaho County that lack the capacity to make or communicate responsible decisions, whom have no relation willing or able to help.

 

Brandt moves to support forming a Board of Community Guardians. Rockwell seconds. Motion carries with all in favor.

 

10:30 a.m. Kirk MacGregor regarding Policing Agreement with the City of Stites-he has reviewed and approved the agreement. Brandt moves to approve policing agreement with Stites. Rockwell seconds. Motion carries with all in favor.

 

10:45 a.m. John Crotinger, VFW, extends invitation to Commission to a commemorative service to be held on October 18th at 1:00pm for William H. Smith, a Medal of Honor recipient during the Indian battles in Arizona in 1870.  Smith came to Idaho after the wars and died October 5th 1877. He was buried in Grangeville-it is not known the exact place due to the fact he never had a grave marker. A couple of years ago, the local VFW received a request from the National Guard to look into Smith’s death and where he might be buried. The interest came from the great honor he had received during his time in Arizona. It is unknown if he is buried in Prairie View or the Old Cemetery. It was decided that there should be a memorial stone dedicated to Smith in recognition for him receiving the Medal of Honor.

 

Rockwell moves to approve minutes from September 30th. Chmelik seconds. Motion carries with all in favor.

 

Approval of return to $13.39 per hour for Driver’s License Clerk Christy Raup.

 

Approval of hiring of Gregory Scuka at $12.96 per hour as a Detention Officer.

 

Approval of hiring of Jason Hicks at $31,871.24 annually as Patrol Officer.

 

Approval of wage increase for Dispatcher Nicole Rotella to $11.85 per hour for successful completion of probation.

 

Approval of wage increase for ICSO Civil Deputy Melissa Walters to $13.60 per hour for successful completion of probation.

 

11:00 a.m. Jim Chmelik regarding Veritas Consulting- Chmelik believes that now is a good time to bring in Mr. Doyle of Veritas Consulting since he will already be in the area. The county won’t have to pay for his flight here and the expenses to the county will be very low and limited to the cost of Chmelik driving Doyle around, any lunches bought during the two days of consulting and Doyle’s consulting fees at $50.00 per hour. Doyle will be here for two 8 hour days and will be staying with Chmelik, so there won’t be an expense there.  The Forest Service wants to cooperate on this consultation also. After Apache County Arizona obtained a consultation from Veritas, their forests are healthier and three new mills have opened, offering more jobs for people. Doyle has had success in other counties as well- Chmelik is hoping that will be the case here as well. After the consultation, Doyle will also help write a resolution to send to Idaho congress. Brandt would like to apply a cap of $2000 on Doyle’s consulting fees and would like Mike Cook to be included in the consultation. Rockwell asked if Chmelik has tried getting ahold of the Arizona commissioners to get feedback on their success with Doyle-Chmelik will do that and let Rockwell and Brandt know what he finds out. Rockwell is in favor, if this will empower the Forest Service to manage their forests. Rockwell and Brandt both feel it is worth checking out.

 

11:10 a.m. Rockwell moves to go into Indigent proceedings pursuant to Idaho Code 31-874. Chmelik seconds.  Roll call-District 1-yes, District 2-yes, District 3-yes.

Rockwell moves to deny indigent case KS140529. Brandt seconds. Motion carries with Rockwell and Brandt in favor, Chmelik absent.

 

4:00pm Rockwell moves to go into indigent proceedings pursuant to Idaho code 31-874. Brant seconds. Chmelik absent. Roll call- district 1- yes district 2- yes, district 3- absent.
