 8:30 a.m. The board convened with Commissioners Mark Frei and Denis Duman and Kathy Ackerman, Clerk present.  Commissioner Skip Brandt is absent.

The meeting opened with the Pledge of Allegiance.

Commissioner Duman offered an opening prayer.

Fuzzell questions the payment for bus mileage reimbursement for CVES.  This was previously discussed in 2010 when the Commission agreed to a $1 per mile reimbursement rate-discussion regarding the actual costs of fuel and driver.  Frei moves to authorize reimbursement for MOSS transportation at $1.50 per mile.  Duman seconds.  Motion carries with Frei and Duman in favor.  Brandt is absent.

9:00 a.m. Jerry Zumalt regarding directive from the Army Corps of Engineers that all efforts be coordinated through the State Office of Emergency Management in the event of a flooding incident-this is a change as coordination was previously done through the local governmental agency. Discussion regarding the County’s obligation and costs associated with putting together a disaster declaration and follow-up.  Frei questions what the average turn-around time is for a disaster-Zumalt advises that 24-72 hours is usually the immediate response time for initial disaster efforts.  Frei questions regarding the financial component and reimbursement-Zumalt advises that it varies, but may be a 50-50 cost share, no reimbursement pending a State declaration, etc.  Frei questions what costs to the County were for assisting White Bird-Zumalt advises about $1000-half may be reimbursed.

Commission reviews updated claims report. Duman moves to approve the claims.  Frei seconds.  Motion carries with Frei and Duman in favor.  Brandt is absent.

Frei moves to approve the minutes of the December 12 meeting as corrected.  Duman seconds. Motion carries with Frei and Duman in favor.  Brandt is absent.

9:25 a.m. Connie Jensen-Blyth regarding State cost-share agreements-reviews proposed agreements with Commission.  Frei questions what differences exist between previous agreement and proposed-Jensen-Blyth covers changes.  Duman questions signature page and dates. Jensen-Blyth will return with the correct copies.

Frei moves to approve the additional meeting requests for Frei and Duman.  Duman seconds.  Motion carries with Frei and Duman in favor.  Brandt is absent.

Frei moves to approve the Alcoholic Beverage License for Cottonwood Foods.  Duman seconds. Motion carries with Frei and Duman in favor.  Brandt is absent.

Frei moves to approve the Orders for Cancelation as per Abbie Hudson.  Duman seconds. Motion carries with Frei and Duman in favor.  Brandt is absent.

Frei moves to approve the ISDA cost-share agreements for the Noxious Weeds Dept. for the Upper Clearwater SWMA, Salmon River WMA, and Joseph Plains WMA.  Duman seconds. Motion carries with Frei and Duman in favor.  Brandt is absent.

9:45 a.m. Bid Opening-Cedar Mailbox Project-14.4 acres; 5-Star Forestry-14.4 $1,525 per acre, $21,960 total; D3 Native Woodworks- $1450 per acre, $20,880 total; Mondragon Forestry LLC-$1400 per acre, $20,160 total. Duman moves to award project to Mondragon Forestry.  Frei seconds.  Motion carries with Frei and Duman in favor.  Brandt is absent. Brad Dreadfulwater questions the requirement of utilizing 100% Idaho County residents-advises that this bid is a perfect example of why this process is challenging for prospective bidders.  Mike Dominguez advises that Mondragon Forestry is owned by individuals who are not Idaho residents. Doman responds that the Mondragons are from Kamiah-will follow up on residency and get back to the Commission.  Duman moves to set aside the previous motion pending further review.  Frei seconds.  Motion carries with Frei and Duman in favor.  Brandt is absent.

9:55 a.m. James Zehner regarding property owned by Donna Wadley in Grangeville-advises that Mrs. Wadley had previously qualified for the circuit-breaker and also had a homeowner’s exemption, however, she moved from the residence last year.  She does still own it.  Wadley requests a hardship cancelation-home in Grangeville is being lived in by her son, who has a serious medical condition-she does not have sufficient income to pay for the increase in taxes due.  Frei questions whether Mrs. Wadley’s new roommate can help her or if there is an option for selling the residence-discussion.  Zehner advises what the tax would be if half the taxes were cancelled-Mrs. Wadley advises that she will do whatever it takes to pay that.  Duman moves to reduce the tax to a total of $500.  Frei seconds.  Motion carries with Frei and Duman in favor.  Brandt is absent.  Mrs. Wadley questions when those will be due-Zehner will assist her in working with Abbie Hudson on a payment plan.

Randy Doman advises that David Mondragon, the owner of Mondragon Forestry, is a resident of Kooskia.  Duman moves to award Cedar Mailbox project to Mondragon Forestry.  Frei seconds. Motion carries with Frei and Duman in favor.  Brandt is absent.

10:10 a.m.  Frei moves to go into Indigent proceedings pursuant to Idaho Code 31-874.  Duman seconds.  Roll call-District 1-absent; District 2-yes; District 3-yes

Frei moves to approve the Order for Cancelation for Donna Wadley.  Duman seconds.  Motion carries with Frei and Duman in favor.  Brandt is absent.

Paul Aase questions the ag solid waste fee and residential solid waste fee-advises that he feel that this is unfair-wants to provide receipts for hauling his garbage to Simmons.  Frei explains how the system was set up to try to make things equitable.  Aase advises that the way things were in Washington, an exemption was allowed for hauling their own trash-feels this would be more equitable.  Frei advises that the County has a responsibility for providing a solid waste system-discussion regarding the burden of also disposing of the solid waste.  Frei suggests that Mr. Aase put together a written proposal for changes to the solid waste system.

10:33 a.m. James Zehner and Leah Mager regarding the cancelation of solid waste fees for three mobile homes outside of Kooskia-these are vacant and one is scheduled for tear down.  Frei moves to cancel the solid waste fee on the one mobile home scheduled for tear down only. Duman seconds.  Motion carries with Frei and Duman in favor.  Brandt is absent.

Frei moves to approve the cancelation of one mobile home for Edward Bonham.  Duman seconds.  Motion carries with Frei and Duman in favor.  Brandt is absent.

James Zehner regarding property owned by Melvin Cash which is located in the City of White Bird-requesting a cancelation for the rural solid waste fee.  Frei moves to cancel the solid waste fee as requested.  Duman seconds.  Motion carries with Frei and Duman in favor.  Brandt is absent.
